NCSP and BORBDA Join Forces to Boost Agriculture and Livestock Feed Production Through Nigeria-China Partnership

As part of efforts to drive agro-industrial growth in Nigeria, the Nigeria-China Strategic Partnership (NCSP) has entered into discussions with the Benin-Owena River Basin Development Authority (BORBDA) to launch a large-scale agricultural initiative focused on enhancing food security and tackling livestock feed shortages.
The strategic meeting, held at the NCSP office in Abuja, brought together leadership from both organizations to explore opportunities for collaboration in line with Nigeria’s economic transformation goals and key agreements under the Forum on China-Africa Cooperation (FOCAC).
Welcoming the BORBDA team, NCSP Director General Mr. Joseph Tegbe outlined the agency’s role in overseeing over 55 China-Nigeria bilateral agreements in sectors such as agriculture, infrastructure, education, and health. He emphasized NCSP’s move from short-term deals to long-term development-focused partnerships that can deliver real impact, particularly in the agricultural sector.
Dr. Olufemi Samuel Adekanmbi, Managing Director of BORBDA, praised NCSP’s alignment with national priorities and addressed one of Nigeria’s pressing agricultural challenges: the lack of affordable and sustainable livestock feed. He introduced the National Feed Development Initiative, a proposal to establish feed production hubs across Nigeria’s six geopolitical zones. The model combines Juncao grass, soybean meal, and black soldier fly larvae to produce high-quality feed.
According to Dr. Adekanmbi, the initiative aims not only to strengthen food security but also to improve animal nutrition, reduce youth unemployment through a partnership with the National Directorate of Employment (NDE), and help prevent farmer-herder conflicts. He confirmed that BORBDA already has the land and irrigation infrastructure to begin work and called for NCSP’s support in securing Chinese investment and technical expertise.
Both NCSP and BORBDA expressed optimism about the collaboration. NCSP reaffirmed its commitment to facilitating Chinese government and private sector involvement to bring the project to life.
This partnership highlights NCSP’s mission to turn diplomatic agreements into impactful programs that drive Nigeria’s agricultural and industrial revival, in line with President Bola Ahmed Tinubu’s Renewed Hope Agenda.
