The Progressive Institute, TPI, the newly formed Policy Think Tank and Intellectual Resource Centre of the ruling All Progress Congress, APC, has begun operations with the establishment of its pioneer management in Abuja.

“The National Working Committee, NWC of the party has approved the appointment of TPI management team with one director from each of the six geopolitical zones of Nigeria,” stated Mohammed Garba, chief of staff to the party’s national chairman, Abdullahi Umar Ganduje.
Garba went on to say that after carefully reviewing their credentials, the decision was made on the basis of merit. Three directors have been exonerated, while the remaining three are being investigated. “While we are currently working on take-off funds, TPI is rapidly expanding.

Adebayo, PhD, is the institute’s director general, or DG. Given his significant contribution to the Institute’s founding and his history in journalism, business consulting, and public policy lectureships at universities, he was appointed. The public policy scholar, who was born in Ogun State, works as a development worker, journalist, policy analyst, management consultant, and expert in conflict resolution.
Dr. Adebayo has three degrees: an MA in International Relations from the University of Keele in England in 1984, a Doctor of Philosophy in Public Administration with a focus on Public Policy Analysis and Comparative Government from the University of Benin, Nigeria in 1999, and a Higher Diploma in Journalism and Mass Communication from the College of Journalism, Fleet Street, London in 1982.
In 1980, the Nigerian Institute of Journalism awarded him a diploma in journalism. He has held positions as a freelance journalist for London’s West Africa Magazine and an NTA correspondent. Dr. Adebayo taught public administration and policy at Ogun State University, which is now Olabisi Onabanjo University.
He served as Chairman of the Department’s Post Graduate Committee, which was responsible for launching the University’s Master of Public Administration program. Dr. Adebayo headed the Political Education Division of Ogun State’s now-defunct Directorate for Social Mobilisation. He launched the Rural Development Network, a vital hub for rural and community development and mobilisation.
The TPI DG served as the National Orientation Agency’s State Director in Ogun and Ondo States from 1994 to 2002. From 2002 to 2010, he was designated as the Executive Director overseeing Political and Civic Education. He founded and oversaw the National Technical Committee on Civic Education throughout his time in office.
The Team of Experts that created the Civic Education Manual was hired by the Committee. Nigeria’s Civic Education Curriculum was developed using the Civic Education handbook as the intellectual foundation.
Dr. Adebayo was a member of the High Level Policy Team of the Nigerian Educational Research and Development Council, which created the present civic education curriculum.
The National Council on Education mandated the course across the nation in 2007. Additionally, he founded and oversaw the Federal Government’s Government Civil Society Partnership Program. On behalf of the Federal Government, the Program engaged the civil society sector and arranged the nation’s first and, thus far, only retreat for this group.
A Community Governance Peace Building Program was carried out in the Niger Delta as part of this program. From 2010 to 2013, Dr. Adebayo served as the Centre for Applied Policy and Social Advocacy’s Executive Secretary.
He was able to acquire and oversee a program on peace building in the country’s northeast during this time, which was supported by the British Council. Adebayo served as the International Non-State Intellectual and Professional Resource Center’s Director General until his nomination.
The organisation specialised in governance and leadership research and training. Prof. Ademola Abass (Administration), Malam Muhammad Sanusi Kiru (Training & Programs), and Barrister Ego Zuma (Director of Legal Services) are other members of the management team.
The APC’s groundbreaking contribution to fortifying its internal governance structure through superior training, improving the party’s leadership recruiting process, and advancing its policy support role through research is the Progressive Institute.
The National Board for Technical Education, the Federal Ministries of Justice and Education, and the Corporate Affairs Commission of Nigeria have all granted recognition to the Institute.
