According to the cable, President Bola Tinubu approved during the FEC meeting that state ministers be granted complete authority to oversee the agencies that fall under their purview. Up until recently, the senior ministers received files from the permanent secretaries of the departments and agencies they oversee.
Under the new regime, state ministers are now able to give all required administrative clearances for these ministries’ and agencies’ governance procedures. “The president was not pleased with the prevailing governing framework in which ministers of states were just ministers in name,” according to a source in the federation’s head of service’s office.
According to reports, Tinubu said that this resulted in the majority of state ministers’ “underutilization of the expertise and capabilities.” The official went on to say, “The president feels that ministers of state should have the authority to decide and guide actions within their areas of responsibility.”
Hadiza Bala Usman, the president’s special assistant on policy coordination and head of the central delivery coordination unit, first proposed the concept, and the president immediately endorsed it, according to the Cable story. According to the source, the government intends to “unlock” each minister’s potential with the new directive.
